We accept all major forms of payment. A discount may be available on select items if using cash or bank transfer.
Unless otherwise noted, all sales are final. There are absolutely no returns or refunds on ammunition, optics, used items, clothing, targets, antiques, and related items.
Mostly all new items are covered under a manufacturer's warranty.
Any item that is accepted for return must first be granted a RMA. Customer is responsible for all shipping costs and any transfer fees associated.
If an item is returned to us without an RMA, or due to conduct or status by the receiver or the receiver's FFL, a minimum restocking fee of 25% plus shipping and handling fees applies.
The Civilian Supply reserves the right to apply a restocking fee to any returned or canceled item. This restocking fee will not be less than 15% and not greater than 49%, and will include any credit card processing fees and shipping fees associated with the restock.
Once an order is placed, it cannot be canceled as we capture and charge credit and debit card information right away. If a customer no longer wants the item prior to shipping or pickup, a restocking fee of not less than 15% and not greater than 49% applies, plus any credit card processing fees.
The Civilian Supply has the right to refuse transfer of any firearm to any individual without implied or express cause, reason, or justification.
After 7 days of storage of a firearm or other item on our property, The Civilian Supply will begin to assess a storage charge of $5 per day. A customer will be notified via email or text message on the 7th day of this storage fee, and will have 24 hours to contact us to make arrangements to pick up or redeem the item. After 30 days, the customer will be notified in writing that the property is considered abandoned. In the event an item is abandoned, we will auction the item off to recoup or storage costs.
An item purchased that requires a receiving FFL must submit to us their FFL within 7 days of the item being purchased. Failure to receive FFL documentation within 7 days will result in a refund less a restocking fee and credit card processing fees. The restocking fee will not be less than 15% and not greater than 49%. All FFLs must be received via email.
If a customer refuses an incoming transfer, it is up to the customer to arrange return options with the FFL that sent the item(s). This arrangement must occur within 7 business days, or storage fees will apply. Our normal shipping and handling fee plus a $15 surcharge applies.
Please allow up to five business days to ship an item. All our shipments are done "best way," meaning we pick the best combination of time and cost. All items will be shipped via Priority Mail or UPS Ground/Ground Advantage.
We are not responsible for lost, damaged, or missing items. Items that arrive to their destination but are lost due to piracy or delivery error are not our responsibility and therefore we can provide no remedy. Items that arrive to their destination but cannot be accepted are not the responsibility of The Civilian Supply/Michael Pelosi LLC.
All items over $100 must be insured. In the event an insurance claim is necessary, any refunds issued will only occur after the refund process of the shipping company is completed.
The five business day period for FFL items begins after the FFL received and validated.
The items we sell are regulated by ITAR, the ATF, and federal/state government entities. Any item that claims to be stolen when there is proof of delivery requires a police report to be made by the customer to initiate a refund investigation or claim. Filing a police report is necessary so enforcement authorities can take every available measure that said items will not be used in a crime.
All items prior to shipment are photographed in our warehouse. Damages to the product in transit are part of shipping insurance paid. Please allow the full timeline quoted by the shipping company to rectify the claim. If item is found to not have been damaged in transit, no claim can be legally made.
We are not responsible for businesses that refuse, reject, or cannot accept, for whatever reason, a package that we ship. In the case of firearms, the customer selects the FFL, and we can not be responsible for their business operations. The return to sender cost is usually double the shipping charge. In the event this occurs, we can reship the item to the customer (customer will pay all new shipping costs including the return-to-sender fee) or customer's selected address (FFL).
If customer wants a refund, a restocking fee of 20% applies, plus shipping charges.
We do not have a formal "down deposit" or "lay-a-way" program. However, we do work with our customers in developing individualized payment plans. All payment plans must be signed by both parties and constitutes an enforceable contract.
For any "down deposit" on an item, a portion of that deposit is refundable less credit card and processing fees, plus a fee of not less than 15% and not more than 49% of the value of the down deposit. This only applies when the item has not been ordered and is not in our business inventory.
If an item has been ordered and is in our business inventory, there are no refunds on any down deposits. We will auction off the item to recoup our costs.
Lay-a-way payments not completed on time, or withdrawn, are entitled to a refund, less credit card and processing fees, and less a fee of not less than 15% and not more than 49%.

Abuse of these rules may lead to express and/or verbal requests to leave the business premises and/or discontinue use of the website. In the interest of safety for all customers, neighbors, and staff, in-store safety rules must be followed at all time.
The Released Parties are not responsible for lost or damaged items that arise through shipment.
The Released Parties may, at any time, institute efforts that seek to improve compliance with local, state, and federal laws as it relates to the transfer of firearms. These efforts and their resulting rules do not constitute anything other than standard compliance efforts.
Firearm transfers and related purchases are conducted at the sole discretion of the Released Parties. Released Parties can refuse these services at anytime for any reason. No transfers will take place that circumvent, ignore, or fail to comply with all local, state, and federal laws. Any purchase that may result in a "straw purchase" will be immediately refused.
Firearm sales must go through a FFL and the shipment of such items may not violate any federal or state importation laws unless where a receiving FFL is explicitly waived from these legal requirements. All purchases with state restrictions, including, but not limited to, knives, magazines, ammunition, firearms, and other accessories must comply with those state restrictions. Compliance failure results in immediate product cancellation.
